[ARCVIEW-L] Creating a layer

I am trying to show what part of a coastline would be under water with a certain storm surge level. I do not have GIS ready data, all I have are a few predicted levels of sea rise in an excel table. I want to change this into a layer so I can display this on my DEM. I am lost and am not even quite sure exactly what it is that I need to create to do this. If anyone has any suggestions it will be most appreciated. By the way, I am using ArcGis 9.3.1
