Issue with Optimized Hot Spot Analysis in ArcGIS Pro 1.3

Description

The Optimized Hot Spot Analysis tool in the 1.3 release of ArcGIS Pro is not working correctly. This issue impacts workflows that start with incident points and aggregate into fishnet or hexagon grids.

Cause

Instead of counting the total number of points per cell, the Optimized Hot Spot Analysis tool is counting the number of unique locations and running hot spot analysis on those. This impacts any input incident datasets that have coincident points.

Workaround

A fix will be available with the next update of Pro. In the meantime, there are 2 workarounds.

Workaround 1: Optimized Hot Spot Analysis in all other released software is correctly aggregating the total number of points, so running it from ArcMap (any version post 10.2, when the tool was released) or from a previous version of Pro will work. Running Find Hot Spots in ArcGIS Online will also work correctly.

Workaround 2: You can also continue working in Pro 1.3 by doing an additional aggregation using a Spatial Join and rerunning Optimized Hot Spot Analysis using an analysis field. The steps are as follows:
  1. Run Optimized Hot Spot Analysis using your incident point and aggregate into a fishnet or hexagon grid. This results in a hot spot map of the number of unique locations in the incident dataset, rather than the correct ouput which should be a hot spot analysis of the number of incidents.
  2. Run a Spatial Join using the output grid from the Optimized Hot Spot Analysis and the original input incident points, which results in a new count of the number of points in each cell.
  3. Run Optimized Hot Spot Analysis again, this time using the resulting Join_Count field from the Spatial Join. This results in the correct Hot Spot Analysis results.
