Error: ERROR 001369: Failed to create the service

Error Message

After installing ArcGIS Workflow Manager for Server, the Workflow Manager service fails to publish and the following error is displayed.

"ERROR 001369: Failed to create the service."

The user is unable to publish the service.

Cause

• The ArcGIS Server service is not restarted after ArcGIS Workflow Manager for Server is installed.
• ArcGIS Server or ArcGIS Workflow Manager for Server is not authorized.
• The user running the ArcGIS Server service is not a registered database user and does not have access.
• In a cluster ArcGIS Server environment, ArcGIS Workflow Manager for Server is not installed on all clusters.

Solution or Workaround

Verify ArcGIS Workflow Manager for Server is installed, authorized, and accessible.

  1. Restart the ArcGIS Server service after ArcGIS Workflow Manager for Server is installed.
  2. Ensure ArcGIS for Server and ArcGIS Workflow Manager for Server are authorized and their licenses have not expired.

    If the license is not found, authorize ArcGIS for Server and ArcGIS Workflow Manager for Server. For more information and instructions, see Authorizing ArcGIS for Server.
  3. Add the user running the ArcGIS Server services (the ArcGIS Server user, by default) to the database with read and write permissions.

    This is applicable when using Operating System authentication.

    Note:
    If unable to make database changes, contact your database administrator.

  4. Install ArcGIS Workflow Manager for Server on each cluster in the ArcGIS Server cluster environment.
