Unable to share an Operations Dashboard project with Everyone
Description

Cause
The option to share documents with everyone throughout the ArcGIS organization or portal must be enabled.
Solution or Workaround
To share the project with people outside the organization, the sharing settings policy within the organization or portal must be changed.Warning:
It is necessary to be logged in as an Administrator to change these settings.
- Log into ArcGIS.com or the portal.
- Go to Edit Settings and click the Security tab.

- Check the box for 'Members can share content outside the organization.'

- If Operations Dashboard for ArcGIS is open, it is necessary to log out and log back in for the changes to take effect.
