If the regional setting is set to a comma delimited locale such as German or French, some TIFF images with a spatial reference containing scale factor or inverse flattening parameters display in the wrong location.
Projection parameters such as scale factor and inverse flattening are not handled correctly in comma delimited locales.
The ArcGIS 10 (Desktop, Engine, Server) Raster Format Patch (QFE-DT-10-163179) is now available. Installing the patch resolves this issue.
