Links to services in the REST Services Directory do not use secure HTTP (HTTPS), even when SSL is enabled

Description

Links to services in the ArcGIS Services REST Services directory are formatted using a standard HTTP URL instead of a secure HTTPS URL, even when SSL (Secure Socket Layer) is enabled on the Web Server.

Cause

The folders in which the ArcGIS services are housed are not configured to require secured connections.

Solution or Workaround

This issue is addressed by modifying the folder properties for the service in ArcGIS Server Manager or in ArcCatalog.

In ArcCatalog:

1. Create an admin connection to the ArcGIS Server.

2. Expand the available services and folders by clicking the '+' sign beside the admin connection.

3. Right-click the admin connection and select 'Root Folder Properties' to configure the advanced properties on the root of the ArcGIS Server, or right-click on a subfolder and select 'properties'.

4. Check the box for 'require encrypted web access'.

5. All services in the folder where encrypted Web access is required will now be required to be accessed by way of HTTPS.

In ArcGIS Server Manager:

1. Log into ArcGIS Server Manager and click 'Services'.

2. At the top of the 'Manage Services' page, next to 'Services in', click the 'Manage Folders' link to manage the root service folder, or select a subfolder from the drop-down and click the 'Manage Folders' link to define the properties for a non-root subfolder.

3. Press the 'Properties' button.

4. Check the box 'require encrypted web access'.

5. All services in the folder where encrypted Web access is required will now be required to be accessed by way of HTTPS.
