PROBLEM

ArcGIS Server ArcPad Extension 8.0 is not compatible with ArcGIS Server 9.3.1

Last Published: April 25, 2020

Description

Starting a map service or creating a new service after upgrading to ArcGIS 9.3.1 when also using ArcGIS Server ArcPad 8.0 Extensions returns the following error:

"Unable to Start service.
Error (Server object instance creation failed on all SOC machines. Server Object instance creation failed on machine <machine_name>. CLSID for Type MapServer is not registered)."

However, map services with ArcPad 8.0 Server capabilities do operate without problems and without error. This behavior did not occur prior to installing the ArcGIS 9.3.1 upgrade.

Cause

Installing ArcGIS Server ArcPad Extension 8.0 on an ArcGIS 9.3.1 configuration results in corruption of existing ArcGIS Server map services. All map services are stopped and are unable to be restarted. New map services cannot be published.

Solution or Workaround

This error is corrected by installing ArcPad 8.0 Service Pack 1. A link to Service Pack 1 is available in the related links below. If ArcPad 8.0 Service Pack 1 cannot be installed, the following workaround is available.

Copy and save the modified ServerTypes.dat and ServerTypesExt.dat files to the server machine.
<a href='http://support.esri.com/en/knowledgebase/techarticles/detail/36798' target='_blank'>[O] ServerTypes.dat</a>
<a href='http://support.esri.com/en/knowledgebase/techarticles/detail/36799' target='_blank'>[O] ServerTypesExt.dat</a>

The modified files should be saved to the \Program Files\ArcGIS\server\System path, and the ArcGIS Server Manager Object needs to be restarted through Administrative Tools > Services utility.

This behavior does not occur when using ArcGIS Server ArcPad Extension 8.0 with ArcGIS 9.3 or 9.3 Service Pack 1.
