After upgrading ArcGIS Desktop from 9.3 to 9.3.1, Microsoft Virtual Earth layer is listed in the Table of Contents but the data does not display in Data View or Layout View.
At version 9.3.1, access to Microsoft Virtual Earth Services is included for ArcGIS Desktop/Engine users that are current on maintenance. However, a new license file is required to take advantage of this functionality. If Virtual Earth Services had been previously registered at 9.3, this registration is no longer valid.
An updated license or authorization file is needed.
