FAQ: How is the 'Enable Web Access' URL Changed in the Service Properties Capabilities Tab

This server portion of the URL is created based on what the user enters for the Host Name when establishing the Manage GIS Services connection to ArcGIS Server in ArcCatalog. A connection can be made even without specifying a Host Name, in which case the URL will be missing a server.

This URL provides an example that can be used for service connection but has no bearing on client access to the service.
