Error: Exceeded system's maximum number of mutexes (-109)

Error Message

While upgrading an ArcSDE repository to 9.3 for a geodatabase stored in Oracle the following error that the repository was unsuccessfully completed is received.

The sde_setup.log reports a similar error:

"Unable to create shared mutex.

Creating ArcSde schema.....
Error: Exceeded system's maximum number of mutexes (-109).
Error: SDE release install not completed.
Check SDEHOME\etc\sde_setup.log for more details.
If giomgr is up and running, shutdown and try again."

Cause

This is caused when an existing ArcSDE service is running and pointed at the geodatabase being upgraded. The ArcSDE return code for -109 points to a concurrency issue when upgrading.

Solution or Workaround

From a command prompt, stop any ArcSDE services that may be pointed at the geodatabase, and the repository upgrade should complete successfully.
