Some map layers do not appear when printing or exporting a map at specific scales that use scale dependencies or scale references.
The map is being printed or exported at the exact map scale at which the disappearing layer's scale references are set. Due to rounding errors in the map scale, the map scale is rounding up slightly, causing those layers to stop drawing.
Increase the scale range by 1.
For example, layer A that disappears is set to 'Don't show layer when zoomed' 'Out beyond' 1:2400 and the map is being printed at a scale 1:2400, layer A disappears. Increase the Out beyond scale range to 2401.
