Error 1904. Module C:\Program Files\ArcGIS\bin\Scene.dll failed to register

Error Message

The following error message displays when installing ArcGIS Engine silently using the ADDLOCAL property:

"Error 1904. Module C:\Program Files\ArcGIS\bin\FileName.dll failed to register."

Cause

The Microsoft System files are required. The Microsoft System files are included in the Engine Runtime setup as a hidden feature. When using the ADDLOCAL property to list specific features, the feature MicrosoftMSM must also be listed.

Installing with ADDLOCAL=ALL to install a complete setup, or omitting ADDLOCAL to install a typical installation, automatically includes the Microsoft System files.
