No. The 'Enabling for commenting in Reader' functionality is not part of the core PDF specification and third party PDF creators like ArcMap cannot do this. The Adobe Reader enabling is done with a proprietary key, and only Adobe products, Adobe Acrobat or Adobe LiveCycle Extensions, are able to enable PDF documents for reader commenting.
