Bug: The commands sdesetupdb2 -o install or -update will fail if the SDE service is started or a direct connection is made before running sdesetupdb2

The commands sdesetupdb2 -o install or -update will fail if the SDE service is started or a direct connection is made before running the sdesetupdb2 command. This scenario will delete the SDE.table_registry entry/info for the GCDRULES/GDB_TABLES_LAST_MODIFIED system table.

This does not fix servers that are already at a state where the table with registration_id 1 in the table_registry no longer exists. In the case of 9.0 and 9.1 servers, it would be the SDE.TABLE_LAST_MODIFIED and for an upgrade from 8.3 to 9.1, it would be the GDB_RELEASE table. For all such servers, you must use the sdetable -o register command to register the missing table entry in the table_registry.
