.NET ADF Thematic template allows the Classify dialog to open when there are no layers available to classify

Description

The Thematic template in the .NET ADF allows the user to open the Classify dialog when there are no layers available to classify in the server object. Clicking OK to the Classify dialog displays a 'Loading' message and gives the appearance that the application is busy.

Cause

This is a known problem with the Thematic template when the server object does not contain layers which can be classified.
