Network Analyst: Route Event Layers based on Service Area lines are not updated on re-solves

Description

After creating a route event layer referencing service area lines with measures, re-solving with different breaks does not update the route event layer based on the new service area lines.

Cause

No event is being raised to notify the route event layer that its underlying feature class has been modified.

Workaround

1. Save the document and exit ArcMap.
2. Start ArcMap and re-open the document
3. Repair the route event layer so it is connected.
   
   The route event layer should now be referencing the new service area lines.
