With ArcGIS 9.0 Service Packs 1 and 2 installed, opening a Desktop document file in Windows Explorer gives an error

** This issue is addressed in ArcGIS 9.0 Service Pack 3 (SP3) **

After installing 9.0 Service Packs (1 and 2) on a localized version of ArcGIS, opening any ArcGIS Desktop document file such as mxd, mxt, sxd, sxt, 3dd, 3dt, and pmf in Windows Explorer displays the following error:

"This <document path> is not a valid Win32 application"
