Error: Error 1935. An error occurred during the installation of assembly 'policy.9.0.ESRI.ArcGIS.DataSourcesRasterUI,Version="9.0.0.560"...

Error Message

The following error may occur during the installation of ArcGIS 9.0 Service Pack 2:

"Error 1935. An error occurred during the installation of assembly 'policy.9.0.ESRI.ArcGIS.DataSourcesRasterUI,Version="9.0.0.560".PublicKeyToken="8FC3CC631E44AD86'". Please refer to Help and Support for more information. HRESULT: 0x80070020."

Cause

Another process has a lock on files in the installation that the Service Pack is attempting to copy, replace, or register. This occurs when a journaling system is in place. For example, a journaling backup system such as Tivoli Storage Manager.

Solution or Workaround

Disable the service that is locking the files, or exclude the C:\Program Files\ArcGIS directory from the journaling.

Note:
If the service is not known, follow the steps below to determine the problem.

  1. Run the failed patch installation again with logging by running the following command at the command prompt:

    Code:
    msiexec /p <PATHTO\PATCH.msp> /L*v C:\logofpatch.log

This command runs the installer with logging, and writes the log to a file called logofpatch.log on the root of the C: drive. Run the patch install until the error is obtained.
  2. Inspect logofpatch.log in a text editor such as notepad. Find the line that starts with "Error 1935". For example:

Error 1935. An error occurred during the installation of assembly 'ESRI.ArcGIS.DisplayUI,Version="9.0.0.560",PublicKeyToken="8FC3CC631E44AD86",GUID="016df9d3-7e81-11d2-a2d1-0000f8774fb5",LCID="1033"'. Note:
In the example above, the filename is ESRI.ArcGIS.DisplayUI.dll.

  3. Download the filemon utility in the Related Information section of this article.

    Warning:
ESRI does not develop, support, or is responsible for problems related to the use of the filemon application.

  4. Install and run filemon. Choose to filter based on the filename found in step 2 when prompted. Wildcards such as the asterisk and question mark can be used to broaden the search.

  5. Run the setup of Service Pack 2 again, until the install fails.
  6. Inspect the filemon log to find any service other than ArcMap.exe that may be accessing this file.
  7. Disable the service, once identified, and complete the installation of SP2.
