Custom VBA toolbar does not persist in normal.mxt

A custom VBA toolbar does not appear in the Customize dialog toolbars list when it is invisible upon save in the last ArcMap session.

If you create a custom toobar to the normal.mxt or the current document and add some buttons or other...then, before exiting ArcMap, you remove this toolbar from the GUI, the next time you open ArcMap, that toolbar is gone. It is no longer in the list of available toolbars when you right-click on the toolbars or select Tools > Customize, Toolbars tab.
