Consolidation of image datasets results in pixel blockiness of coarser resolution image

Consolidation is an optimization available with ArcGlobe. Consolidating layers is a viable option, especially when having many rasterized feature layers within a single document. When consolidating high resolution and low resolution imagery together, this bug affects the low resolution imagery causing it to be pixilated.
