Download a copy of the Geocoding Developer's Kit (GDK) from ESRI Developer Network:

GDK for ArcGIS 9.1
GDK for ArcGIS 9.2

The Geocoding Developer's Kit can be used to develop geocoding rule bases for ArcGIS, ArcIMS, MapObjects and ArcView 3.x. The samples and data included in the kit are provided as examples to help create custom geocoding rule bases.

Note: A GDK was not developed specifically for ArcGIS 9.3 and 9.3.1. However, the GDK for ArcGIS 9.2 can be used for ArcGIS 9.3 and 9.3.1.
