Polygons stored in SDO_GEOMETRY with compound exterior boundaries with circular arcs fail Oracle Spatial validation

Description

After creating a polygon in ArcMap that has a circular curve as part of the exterior boundary, Oracle’s SDO_GEOM.VALIDATE_LAYER_WITH_CONTEXT and other validation functions report that the exterior boundary is stored in incorrect rotation order. Specifically, the exterior boundary in these cases is a compound outer polygon (GTYPE 1005) with circular arcs.

Cause

This is a known issue.

Workaround

ArcGIS can still access and use these polygons.
