Can Acetate elements of an ArcMap Service be buffered?

Answer

No. Only layer features can be buffered in an ArcMap Service.

As a result; for example, the Buffer Shape tool, which can be enabled in the ArcIMS HTML Viewer, does not work with an ArcMap Image Service.
