Why do features with null or empty shape not get identified as 'Must be Larger Than Cluster Tolerance' errors in topology?

Answer

Features with a null or empty shape do not have any x,y locations and therefore are not included in the Topology Validation process. You can identify polyline and polygon features with null or empty shapes by sorting based on the shape length column in the Attribute Table of the feature class.
