Answer

Yes, an ESRI Global Account is required to evaluate and use ArcWeb Services.

To create an ESRI Global Account, click Create a New Account on the Evaluate ArcWeb page. Complete the form to create the account. After ESRI validates your e-mail address, use of the ESRI Global Account and ArcWeb Services is available.
