No. Currently this attribute is not supported with ArcMap Image services.

The reaspect attribute of the ENVELOPE tag indicates whether the ENVELOPE should be stretched to fit the viewing area of the client. When this attribute is set to false, the pixel width and height stretch to fit the viewing area.
