When an ArcInfo Workstation command creates a new workspace, it creates a pre-70 workspace. In pre-70 workspaces, the info directory has an arcdr9 file, and many coverage directory files lack a .adf suffix.
The sysgen directory in the ArcInfo Workstation install directory contains a file named no8.3. The presence or absence of a file called 'no8.3' in $ARCHOME/sysgen controls which workspace format ARC/INFO uses. If the file exists, workspaces will be created in the pre-7.0 format. If the file does not exist (the default condition), then new workspaces will be created in the 7.0 format. The no8.3 file is a simple ASCII file containing dummy characters.
Delete the %ARCHOME%\sysgen\no8.3 file.
