What are the technical differences between PC ARC/INFO and ArcInfo?

Answer

You might say PC ARC/INFO is a subset of ArcInfo.

If you want to do basic geographic information system editing, topology, mapping, and querying and your coverages have less than 256,000 features, then you could probably do these things on PC ARC/INFO.

If you need events, routes, regions, networking, or have much larger coverages, you would want to use ArcInfo.

ArcInfo runs on Windows NT and other UNIX workstations. PC ARC/INFO (4.0) runs on Windows 9x or NT but has a much smaller memory (8-16 MB) and disk (30-40 MB) footprint.

PC ARC/INFO (3.5.2) even runs on DOS and has an even smaller footprint.

Some people have started out on PC ARC/INFO and moved up to ArcInfo as their needs changed.
