TIFFs that were georeferenced in ArcGIS 8.1 or 8.1.1 no longer georeference properly with ArcGIS 8.1.2 or higher.
This problem began with ArcGIS 8.1 or 8.1.1. Certain TIFF header tags are interpreted differently, particularly those related to projection and scale. When these tags are read into ArcMap 8.1.2 or higher, the rasters are scaled and referenced incorrectly and do not display in the original location.
This can be fixed by using CONVERTIMAGE to edit the header information.
