FAQ: Will a Buffer Be Projected for an ArcMap Service When a Map is Projected on the Fly?

Answer

Not if AXL requests are used to buffer and to reproject the map. The BUFFER attribute project="true|false" is not supported at this time. It is valid only in ArcIMS Image Services.
