Is dynamic addition of layers supported for ArcMap Services?

Answer

A dynamic layer is a new map layer based on input from the user. For example, when a user enters addresses, the return is a geocoded point layer displayed in the map service.

Layers cannot be added dynamically to an ArcMap Service. You can only add layers to the actual ArcMap document on which the service is based.
