Navigating in an ArcMap Service is inconsistent

Description

You can navigate an ArcMap Service by using the pan and zoom tools. When navigating a particular ArcMap Service the map pans or zooms to the wrong area of the map.

Cause

One reason for this is that the data frame of the ArcMap Service may be rotated. In this case the spatial reference system used by the ArcMap document (adjusted for rotation) does not match the spatial reference system of the ArcMap Service (not adjusted for rotation). This causes map navigation to be inconsistent.

Workaround

If any of the data frames are rotated you will need to access the ArcMap document and undo the rotation. ArcMap Server does not fully support data frame rotation. There are no other workarounds.
