FAQ: Why Can't the Minimum and Maximum Visible Scales Be Changed for Image Service Sub-Lay

If an image service contains sub-layers that have specific visible scale ranges, their values cannot be changed in ArcMap.
This is designed to prevent performance problems for the ArcIMS server in cases where the sub-layers represent very large data sources.
