Why can't I use ArcIMS MapNotes in ArcMap?

Answer

ArcIMS MapNotes have not yet been implemented in ArcGIS.

It is possible, however, to customize ArcMap to request, retrieve, display and edit ArcIMS MapNotes in ArcMap.
