Building a geometric network without appropriate write permissions crashes ArcCatalog

Description

When building a geometric network with weights, ArcCatalog crashes during the Extracting Attributes phase of the network building process.

Cause

The geometric network builder is trying to write to a temporary file in the root directory of the drive where ArcGIS is installed, but is unable to since it does not have write permission.
