Moving a vertex in the Edit Sketch may not rubberband properly

Description

When moving a vertex in the edit sketch, the line that rubberbands between adjacent points in the sketch may not appear, even though the vertex location is updated.

Cause

When a part of the edit sketch falls outside the map display, the rubberbanding between connected vertices is not dynamically updated.
