Horizon clipping is not occurring properly

Description

To correctly clip data at a projection horizon or after a geographic transformation, we geonormalize it. We make sure that the longitude values of adjacent geometries are wrapped correctly. For example, a line might go from 179 to 181 after being geonormalized.

Cause

Geonormalize was occurring too often, and the longitude values were ending up as large as 540 or 720. Projection horizons are designed to fall between +/-360, so the clipping was not occurring correctly.
