Error: Access denied attempting to launch a DCOM Server

Error Message

When starting the ArcIMS services on Windows NT 4.0 or Windows 2000, the following error is returned in the Event Viewer (under System log):

"Access denied attempting to launch a DCOM Server. The server is: {E367E1A1-E917-11D0-AF5F-00A02448799A}"

Cause

This error indicates that the account used by an ArcIMS service does not have permission to establish communication with the Machine Debug Manager. The Machine Debug Manager (MDM) is used by the Windows NT Option Pack and Microsoft Developer Studio to provide application debugging, it is not required for the computer to function properly. Also, this error will not interfere with ArcIMS functionality.

Solution or Workaround

In order to enable ArcIMS user account to access the DCOM component, do the following:

  1. On the Server, run the DCOM configuration dialog. Click Start > Run and type:

    DCOMCNFG.EXE

  2. In the Default Security tab, click 'Edit Default' in the 'Default Access Permissions' frame.
  3. Add the ArcIMS user account to the 'Registry Value Permissions' dialog box and click OK.
  4. In the Applications tab, highlight 'Machine Debug Manager' and click the Properties button.
  5. In the Security tab, select 'Use Default Access Permissions' and 'Use Default Launch Permissions'.

    Note:
    You may, instead, add the ArcIMS user account to the custom permissions for the Machine Debug Manager application.

  6. Click Apply and OK to exit the DCOM configuration dialog box.
  7. Restart the machine and check the Event Viewer for DCOM errors.
