Why does a bar chart with the x-axis on top display data from the bottom up?

Answer

If you configure the chart to have the x-axis at the top, the record bars display from the record value up to the x-axis. The y-axis always displays the data range with the lowest values at the bottom and highest at the top. Though it appears the chart displays with inverted values, in reality the values indicated by the chart bars are correct.
