Can I permanently reset the location of the esri_biz folder?

Answer

Yes, however, this is an unsupported procedure. You can change the location of the esri_biz folder by altering the business_unencrypted.avx file that is found in the $AVHOME\Business folder. See the link at the bottom of this document for details on how to do this.
