UIToolControl MouseMove event is not working

Description

I created a new UIToolControl in ArcMap or ArcCatalog. When I use the tool the MouseMove event is not executed.

Cause

When the Visual Basic Editor is open the tool is in design mode and cannot be fully tested. Debugging events that occur frequently while in design mode can cause problems with the Visual Basic Editor.
