Problem: If an IMS (image service) layer is saved in a map, the template draws before the map


If an ArcIMS layer that refers to an image service is saved in a map based on a template, when that map is opened the template draws before the map will draw. This happens only when the map is opened and not during redraw and refresh in that ArcMap session.


Known issue.

Solution or Workaround

There is no workaround. It doesn't really affect the final map. It just means it will take a little longer to open a map while you wait for the template and the map to draw.
