FAQ: Why Does the Data Scale down When Switching from Layout View to Data View in ArcMap?

Answer

The data in the data view will scale down to look like the data in the layout view. You can reset the scale once you are in the data view back to what is was originally or set a bookmark to the correct scale and select that bookmark when the scales change.
