Create a double precision INDEX coverage with CREATEMAPLIBRARY

Summary:

When creating a map library with a double precision <index_cover>, CREATEMAPLIBRARY creates a single precision {location}/DATABASE/INDEX coverage by default. A double precision coverage can be created.

Procedure:

Set PRECISION to DOUBLE before using CREATEMAPLIBRARY. All coverages in or used with a library must be in the same precision. The {location}/DATABASE/INDEX coverage defines a library's precision. It is important that the index coverage have the same precision as all the map sections in the tile directories.
