Failed to create the site. Failed to create the service 'System/CachingTools.GPServer'
Error Message
After installing ArcGIS for Server on a Linux operating system, attempting to create the site fails with the error:
"Failed to create the site. Failed to create the service 'System/CachingTools.GPServer'."
Any subsequent attempts to create the site also fail with the same error.
Cause
This occurs when installing ArcGIS for Server to an installation location containing multi-byte characters in the path. The site creation process fails because ArcGIS Server cannot access the necessary site resources under the installation directory.
Solution or Workaround
