Error: Server Host cannot be null

Error Message
When opening the Services Directory application or accessing a Web service, the following error message is returned:
"Server Host cannot be null."
This issue applies to ArcGIS Server for the Microsoft .NET Framework.

Cause
This is a known issue caused by running the AddInstance utility with an existing username, but an incorrect password. Entering an invalid password results in the new instance not being configured properly.
Solution or Workaround
Run the Web Applications Post Install to configure the instance with either a new or existing user account.
Unlike the AddInstance utility, the Web Applications Post Install validates both the username and password for existing accounts.

The article is incorrect or the solution didn’t work.
It just changes the error. Now I have an Identity Error: Server could not authenticate the supplied identity.
