Can ArcGIS APIs for JavaScript be downloaded and installed locally?

Answer

Yes, the API can be downloaded and installed locally; however, using the hosted ArcGIS JavaScript API is recommended. To use the hosted version, add the following script tag to the page: 

<script type="text/javascript" src="http://serverapi.arcgisonline.com/jsapi/arcgis/?v=2.0"></script>
