Solution or Workaround

The article is incorrect or the solution didn’t work.
I got excited when I saw this article, but then tried to follow the instructions and got stuck. First of all, I guess not all computers are set up the same, I found the event viewer uner administrative tools, not system administrator. Also, the final stop is to navigate to the specified directory shown in the event viewer and replace the missing file. If I lost this file when my windows operating system was updated how can i replace the missing file?
