Summary
There are a number of issues related to working with WMS Layers in ArcMap.
The articles listed below pertain to issues with WMS support in core ArcGIS. The core support was added with ArcGIS 9.0 Service Pack 2. These articles do not pertain to the ArcGIS OGC Interoperability Add-on available for ArcGIS version 8.3.

The article contains a dead link.
Am I missing something? ArcMap 9.1 does not work with a GetFeatureInfo request. It appears to format the request wrongly whereas ArcGIS 9.3.1 formats it correctly and returns a valid result. The missing component at 9.1 is the LAYERS parameter - strictly speaking this is part of the GetMap request but requires to be repeated in a GetFeatureInfo request (as per 9.3.1). At 9.1, ArcMap does not do this and hangs the Identify window (from looking at temp internet files, it raises an exception).
