Problem: After installing ArcGIS - ArcInfo 9.x the Coverage Tools are missing from ArcToolBox

Description
After installing ArcGIS - ArcInfo 9.x, the Coverage Tools Toolbox is missing from ArcToolBox.
Cause
The Coverage Tools toolbox is installed with ArcInfo Workstation and must be added to ArcToolBox manually.
Solution or Workaround
Manually install the Coverage Tools toolbox with the following steps:
- Right-click on the ArcToolBox icon at the top of the ArcToolBox display > Add Toolbox...
- Navigate to arcgis\arcexe9x\toolboxes, select the Coverage Tools ToolBox, and click Open. When opening, the Coverage Tools Toolbox automatically installs. No reboot is necessary.
Using ArcGIS Desktop versions 9.2 and 9.3, the following step is required:
After adding the Coverage Toolbox, right-click on ArcToolBox > Save Settings > To Default.
This saves the Coverage Tools to ArcToolBox, so the toolset is available when ArcToolBox is reopened.

I tried this and it's not working. Do I have to have ArcINFO workstation installed in order to see the toolboxes?

the coverage tools is present but there are no tools under it!

I would like to see a new article that discusses the topic outlined below.
Apparently you do not have access to the Coverage Tools .tbx with a floating license of ArcInfo Workstation. This should be very clear in documentation! I have spent hours trying to get this toolbox open only to randomly see that it is not possible with a floating license. Update this, or include documentation to requirements.
